FY 2011 CMAQ LOCAL MOBILITY INITIATIVES PROGRAM
The federal Congestion Mitigation and Air Quality (CMAQ) program provides funds to reduce roadway congestion and reduce single occupancy auto usage, and therefore lessen the level of pollutants and greenhouse gases generated through the use of fossil fuels. The NJTPA has established the CMAQ Local Mobility Initiatives Program to promote a variety of initiatives to meet these goals including ridesharing, transit usage, travel demand management and traffic mitigation projects. Proposals must implement strategies and policies in the Regional Transportation Plan, Plan 2035.
The following eight projects have been approved by the NJTPA Board on May 10 2010 for advancement through the CMAQ Local
Mobility Initiatives Program using approved a $3.8 million with a three-year funding cycle:
Carlstadt‐Moonachie Shuttle

Bergen and Hudson Counties
The Carlstadt/Moonachie Shuttle would provide multi‐modal complementary connectivity
between New Jersey Transit (NJT) buses and trains at multiple locations along its route. It will
serve the Carlstadt and Moonachie industrial area and the Paterson Plank Road redevelopment
area in Bergen and Hudson Counties. The route will provide connectivity between the NJT Wood
Ridge rail station; the NJT Rutherford rail station; and the various bus stops located along Route
17, Paterson Plank Road, Moonachie Avenue, and Washington Avenue.
Shorelink

CMAQ Request: $637,382
Monmouth County
Shorelink will connect the Belmar, Bradley Beach, and Asbury Park rail stations with nearby
beaches, businesses, and residential areas. Service will be provided at 15‐20 minute intervals, 9AM
to 6PM, 7 days a week through the approximately 100 days of summer.
Secaucus‐North Bergen Shuttle

Hudson County
The proposed shuttle service will traverse Westside Ave., US Route 1&9, Paterson Plank Road and
County Ave. and will operate from 6AM to 10AM and from 3:30PM to 7:30PM. The shuttle will
also connect to the Tonnelle Avenue Hudson Bergen light rail station, and to the Secaucus
Junction rail station. Additionally, this service will provide connections to more than a dozen local
and regional bus routes.
Newark Bike Share

CMAQ Request: $398,610
City of Newark
Bike sharing is a strategy for making bicycles available to people who may not own their own
bicycle but would use a bicycle for short trips if one was available. A pilot bike share system will
consist of six automated stations and 48 bicycles in a network around the New Jersey Institute of
Technology and Rutgers Newark campuses. The bicycles will be available for rental 24 hours a day,
7 days a week for a small fee. In addition, Meadowlink will develop a toolkit to assist other
agencies with the development of bike share programs.
Bergen County Tri‐Boro Shuttle

Bergen County
This service will connect the Ridgewood Train Station with office complexes in the Tri‐Boro area of
Park Ridge, Woodcliff Lake, and Montvale. Currently the vast majority of the 24,000 employees in
the Tri‐Boro office complex area lives outside the area and travel to work by automobile. This
service would relieve traffic congestion and its resultant air pollution due to the congested
conditions along the area’s local roadways during peak hours.
Brunswick Square Mall – South Amboy Shuttle

Middlesex County
This service will run between the Brunswick Square Mall and the Lighthouse Bay residential
community in South Amboy providing services to several key residential, retail, and transit nodes.
This shuttle route would provide feeder services to local bus, interstate bus and rail transit services
through timed transfer connections with the New Jersey Coast Line Service at South Amboy rail
station.
Sayreville Shuttle
Sponsor: Middlesex County Area Transit
CMAQ Request: $143,368
Middlesex County
This peak period commuter shuttle is designed to serve the North Ernston Road and Raritan Street
park and rides and the South Amboy rail station as well as to provide a connection to the NJ
Transit 815 and 817 local bus routes operated by Academy Express. Current park and ride
commuters as well as residents living along the route will benefit from the increased connectivity
this shuttle will provide.
Madison Shuttle

CMAQ Request: $370,325
Morris County
This shuttle will provide a connection between the Madison rail station, downtown Madison,
Drew University, Farleigh Dickinson University, and a nearby residential development. The service
will operate during peak hours and throughout the day to provide downtown workers with a link
to transit, as well as to give students, employees and faculty transit access to the universities. This
shuttle will not serve the previously CMAQ funded Giralda Farms office complex, which has
successfully graduated from CMAQ funding and is privately supported.
