The Passiac County Board of Commissioners will host a groundbreaking ceremony for the next phase of the Highlands Rail Trail, a proposed contiguous recreational trail that will provide a pedestrian- and bicycle-friendly path through the adaptive re-use of the former New York & Greenwood Lake Railway right-of-way in northern Passaic County.
