As a foundation for the NJTPA’s Long Range Transportation Plan (LRTP), the Regional Capital Investment Strategy (RCIS) approaches the region’s environmental, economic, and social goals by guiding transportation spending in a balanced, realistic approach. The LRTP and RCIS goals underpin long range planning, project development, and the programming of over $3 billion each year in capital transportation investments. The RCIS Policy Document, available on the RCIS website, is included as Appendix E of Connecting Communities: The NJTPA Long Range Transportation Plan.
The RCIS identifies principles and guidelines that can be consulted to develop and implement projects and programs in keeping with regional priorities, with a focus on achieving desired measurable performance outcomes.
The RCIS includes target allocations for a series of 16 investment categories, rolled up into three broad groups, but recognizes that the precise levels of funding applied to the various spending categories may vary significantly from year to year. It should be noted that each project and program can only be assigned to one category. So, for example, a road or bridge rehabilitation project may include safety or pedestrian and bicycle improvements, but these would not be reflected in the RCIS allocations, as the projects would predominately be considered preservation and categorized as such.
By comparing actual funding with RCIS categories and targets, the NJTPA and its partners have a means to better understand and monitor the nature of overall investments and the outcomes they support. The RCIS is a living document that can be updated and adjusted as needed.
