The Unified Planning Work Program (UPWP) summarizes and guides the transportation planning activities of the NJTPA staff, its member agencies and other transportation agencies in the region. It covers activities to be completed in the next one to two years and is updated annually. It reflects the NJTPA Planning Goals. Below are UPWP files available for downloading. FY 2027 UPWP – Proposed
The following files constitute the proposed December 2025 Draft FY 2027 UPWP, which has been distributed for Board, sponsor and public review. The work program will go into effect July 1, 2026. The final draft of the proposed work program will be presented at the Planning and Economic Development Committee meeting on February 17, 2026, for consideration and recommendation to the full Board for adoption at the March 9, 2026, Board of Trustees meeting. Any comments or questions concerning the proposed FY 2027 UPWP may be submitted in writing by email to Angellita Young at young@njtpa.org. Comments to the draft work program are requested by January 9, 2026.

FY 2026 UPWP – Current
The following files constitute the FY 2026 UPWP, which was adopted by the NJTPA Board at the March 10, 2025, Board of Trustees Meeting. The FY 2026 UPWP contains all activities and studies to be undertaken over the course of the fiscal year beginning July 1, 2025.

The following files constitute the FY 2025 UPWP, which was adopted by the NJTPA Board at the March 11, 2024, Board of Trustees Meeting. The NJTPA Board approved a modification, to add $760,000 to the UPWP, at its September 9, 2024 meting. The work program was in effect July 1, 2024 through June 30, 2025.
