The NJTPA conducted a regional reassessment to update its Congestion Management Process (CMP), continuing from the work completed in the Accessibility and Mobility Strategy Synthesis. This study assessed regional and local accessibility and mobility as well as their constraints, such as congestion. A series of performance measures were evaluated in order to determine which regional needs are prevalent, and the study performed further analysis to determine an array of suitable strategies to improve accessibility and mobility. The study produced a final report describing the existing conditions, needs, and available strategy avenues.
